Poll: Should the City of Regina be lobbying citizens on the wastewater treatment plant referendum?

On Wednesday, Metro Regina talked to a political analyst and a professor of ethics about whether or not it is right for the city administration to lobby citizens via their official Twitter account on the upcoming wastewater treatment plant referendum.
Both political analyst Tina Beaudry-Mellor and Arthur Schafer, the director of the Centre for Professional and Applied Ethics at the University of Manitoba, said the administration is overstepping their bounds (to a various degree).
Mayor Michael Fougere defended the actions, saying that the city administration is standing behind the council's unanimous vote for a P3 funding model and is giving the public information.
